IMMEDIATE JOB OPENING: Environmental Hydrologist/Risk Assessor

Environmental & Turf Services, Inc. (ETS) focuses on risk assessments and risk management of pesticides, fertilizers, lead, arsenic, and chemicals regulated under TSCA. We are located in Wheaton,

Maryland, approximately 2½ miles north of Washington's Beltway, adjacent to a Metro Red Line subway stop.

ETS is seeking a scientist to conduct water quality risk assessments for pesticide, metals, and TSCA-regulated substances. The focus of the position is surface water resources: modeling, monitoring,

and development of BMPs. Specifically, ETS seeks a hydrologist, agricultural engineer, or water resource engineer (or related professional). A Master of Science degree is required (or higher), and

two to 10 years of experience is desired.

POSITION TITLE:Engineer Supervisor SALARY RANGE: $26.88 - $47.73


Performs a variety of professional engineering and related supervisory tasks in the area of assignment.

Works under the general direction of an assigned supervisor.

Provides close, general, and indirect supervision to assigned subordinates as needed.

ESSENTIAL FUNCTIONS( A position may not include all of the duties listed, nor do the listed examples include all duties, which may be found in a position of this class.)

Communicates with City Council, the public and various other government entities regarding engineering related issues.

Additional essential functions for assignment in Public Utilities/Water Division:

Collects and reviews water system operational data or wastewater plant operational data to evaluate operational status; recommends operational changes.

Directs field studies in the water distribution, supply, and treatment system or wastewater collection and treatment system and in surface and subsurface bodies of water; organizes study results for written

and/or oral presentation.

Coordinates with public and private landowners, Indian Pueblos, and regulatory agencies as necessary; responds to information requests and citations related to environmental, safety, and/or

developmental regulations.

Designs and/or approves plans and improvements for sewers, sewer extensions, sewage pumping stations, and sewage handling and treatment facilities; or for improvements of water distribution,

transmission, supply, and treatment systems.

Develops and implements safety policies for the Water Quality or Water Services Division; trains division staff on technical and safety matters; responds to emergency situations; manages public

inquiries and related complaints.

Develops bid specifications for equipment, materials, and services required for the operation and maintenance of the City water supply, distribution, and treatment systems or wastewater collection

and treatment systems.

Develops and manages the budget for the section(s) of the Water Division; assists in the Water Division management.

Enforces City ordinances related to land development and water or wastewater handling and disposal; makes recommendations for revisions to same.

Represents the Water Division at meetings and workshops related to land development, water body ecology, sewer system operation and expansion, and wastewater treatment technologies, and water

system operation and expansion.


1.   Education and Experience:
a) Graduation from an accredited college or university with a Bachelor’s degree in civil engineering, transportation/traffic engineering, or construction engineering;
b) Five (5) years of progressively responsible engineering experience, two years of which must have been in subdivision design and/or development, water or wastewater system design, project

engineering, transportation/traffic engineering, civil engineering design, or construction management with experience in hydrology, municipal arterial design projects, and/or floodplain management.
c) Two (2) years working in a supervisory capacity.

2.     Knowledge, Skills, and Abilities:
Extensive knowledge of: the principles and practices of project planning, scheduling, and public involvement; civil engineering design in the area of specialty; engineering analysis, studies, and design;

relevant computer simulation techniques and models; engineering construction techniques, inspections, materials testing (as applicable), and contract compliance; federal, state, and city laws, rules, and

regulations; the principles and practices of program administration and budget preparation; office management; and documentation requirements and standards.Skill in: effective communication, and

interpersonal relations. 

Ability to: prepare construction drawings, contracts, bids, studies, and budgets; read, interpret, and work from field notes, land descriptions, surveys, aerial photographs, plans, specifications, and other

data; plan, assign, coordinate, and review the work of other professionals; organize and complete work independently; handle multiple demands; and meet severe time constraints.  Ability to present

information verbally and orally to City Council, public and other government entities.

        Must possess a New Mexico Professional Engineer’s license or be eligible to obtain licensure through reciprocity.  Must possess a valid driver’s license.   For assignment in the Planning and Land Use

Department, a New Mexico Professional Surveyors license, or eligibility to obtain licensure through reciprocity, is preferred.

            Work is performed in an office setting and in the field with potential exposure to inclement weather, unpredictable site conditions, loud noise and vibration, sunlight, UV rays, electrical energy

and/or shock, allergens, dust, animal or insect bites, fumes, oils and/or petroleum products.  Position involves regular interaction with the public and frequent walking, standing, and sitting.  Occasional

bending, twisting, squatting, reaching, and repetitive hand, arm, or finger motion are required in the normal course of essential job duty performance.  During site investigations, climbing, lifting, driving,

hand/grip strength, and manual and finger dexterity are involved.  Must be able to lift, push, and/or pull up to 50 pounds.  Good visual acuity, color vision, and the ability to hear and speak are required.

Staff Hydrogeologist (Portland, Oregon)

GSI has an opening for a full-time Staff Hydrogeologist to support our water resources and environmental management teams on a wide variety of projects,

This is an entry-level hydrogeology/environmental position with a primary responsibility of providing support to mid-level and senior-level

Technical Committee Chair
Global Water Partnership

The Global Water Partnership’s mission is to support the sustainable development and
management of water resources at all levels. In implementing our 2009-2013 Strategy, our
support will focus on four key goals: promoting water as a key part of sustainable national
development; addressing critical development challenges (such as climate change, food security
energy security and urbanization); reinforcing knowledge sharing and communications and;
building a more effective network.

Our Technical Committee is an integral and key part of achieving these four goals, through
knowledge generation and sharing within and outside the Partnership. The Technical Committee
comprises specialists with a wide range of expertise in the water-related subjects of interest to
the Partnership. They work together to produce our technical publications and contribute to
international and regional knowledge sharing activities. The Technical Committee Chair will
lead the work of this group.

We are looking for an individual with international stature, who has ties/connections to one or
more leading institution(s). The position of Technical Chair is envisaged as a part time one, with
up to fifty percent time commitment needed.
The Technical Committee Chair will be a member of the GWPO Management Team. The
Technical Chair is selected for his/her ability to provide strong intellectual leadership to GWP’s
technical cutting edge analyses, knowledge generation and sharing work. The Technical
Committee Chair is appointed by the Steering Committee and reports to the Executive Secretary.

Main tasks
• Provide overall vision and leadership to the Technical Committee.
• Oversee specific activities as embodied in the annual Technical Committee work
• Provide oversight to the work of the Technical Function -- developing, maintaining and
disseminating cutting edge knowledge/information within the Partnership and externally
• Act as an advisor to the Executive Secretary (ES), the Steering Committee (SC) and the
Chair of the GWP on matters relating to the substance and programmatic content of the
GWP’s work.
• Prepare recommendations to the Steering Committee for the appointment of Technical
Committee members, taking into account several key criteria.
• Convene and preside over all Technical Committee meetings.
• Supervise the staff members and consultants who support the work of Technical
Committee and/or who carry out specific activities requested by Technical Committee.
• Administer the Technical Committee budget
• Report on areas under responsibility at SC meetings.
• Uphold the intellectual independence of the Technical Committee for the contents of and

Senior Water Resources Manager

Clean Water Services is recruiting for a Senior Water Resources Manager.  This position has been re-opened to allow for a larger applicant pool. If you have already applied, there is no need

The Position

Within the Watershed Management Department, this position plans, develops, and oversees implementation of surface water management activities, including watershed planning, policy development,
regulatory negotiations, and stream related capital projects, in order to improve water quality, water quantity, and aquatic habitat in the Tualatin River Basin. 

Essential Functions:

  1. Lead internal and external stakeholders in developing and advancing policies and programs for storm and surface water management to improve program effectiveness and
    protect water resources.
  2. Manage the implementation of surface water capital project prioritization, budgeting, tracking progress, regulatory negotiations, contracting, construction oversight, and
    reporting.  Contract and manage multiple consultants working on projects for the Department.
  3. Negotiate agreements with District partners, including the Cities and County, regulators, special service districts, and nonprofits to implement capital projects and coordinate
    watershed planning activities.
  4. Oversee staff development and performance including selection and training; preparation of performance appraisals and development or improvement plans; resolve
    complaints and grievances; implement disciplinary actions.
  5. Provide technical advice and assistance to other District Departments for their projects.
  6. Respond to requests for information and advice form stakeholders including the District’s Board of Directors, CWAC, City Councils, Leadership Team, and citizens.

The Candidate/Qualifications

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the KSAs would be:
Responsible supervisory and managerial experience;
Extensive water resources planning experience in a wastewater treatment facility, wastewater recycling, or surface water management programs;
College-level coursework in environmental engineering, environmental science, ecology, natural resources management, ecology, economics, hydrology, land use planning, water law and
water rights, or a related field.

The Organization

Clean Water Services is a water resource management utility for more than 500,000 people in urban Washington County and small portions of Multnomah County, Clackamas County, Lake Oswego, and Portland.  Clean Water Services operates four wastewater treatment facilities, constructs and maintains flood management and water quality projects, and manages flow in the Tualatin River to improve water quality and protect fish habitat. Although Clean Water Services maintains a close working relationship with Washington County government, it is a separately managed and financed public utility.

Major Duties:
Weather and Streamflow Forecasting carries out the weather and streamflow forecast responsibilities needed for optimizing hourly load forecasting, power marketing, hydro operations, and system reliability in both the short- and mid-range horizon.  The group provides expertise and knowledge in the areas of forecasting, probabilistic analysis, and climatological assessment with regards to weather, streamflow and water supply as well as providing special weather and streamflow studies, analysis and guidance for other functions in BPA. Primary forecast functions include; the development and preparation of the daily streamflow forecasts for all locations required for modeling and operating the Federal Columbia River Power System (FCRPS); the development and preparation of the weekly streamflow forecasts used in mid-term operational models; the development or application of new or advanced concepts, principles, practices, and processes for the purpose of improving operational forecasting procedures and methods, and enhancing the effective and responsible operation of the FCRPS.  The forecasts frequently must be made under a short time frame to provide the latest information for operation of the hydro system.

 In the job, as a Hydrologist for Weather and Streamflow forecasting, you will perform a wide range of assignments dealing with hydrologic and water resources issues, which may be of considerable difficulty and complexity. You may perform one or more of the following duties: create daily hydrologic forecasts for selected locations in the Columbia River Drainage; develop long-range probabilistic hydrologic forecasts to assess seasonal runoff and timing useful in risk analysis; review and quality control hydrometeorologic and basic water resources data including project inflows, outflows, storage and pool elevations, air temperature, precipitation, snow water equivalent, river stage and discharge;  represent hydrologic and water resource issues at internal agency meetings and help resolve hydrologic related issues;  develop and modify hydrologic procedures, models, techniques, and plans to ensure optimal use of technologies and data; utilize and maintain hydrologic forecast models including calibration of model parameters;  develop, modify and utilize applicable state-of-the art computer hardware and software components in the preparation of studies of hydrological events and issues.



A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.
B. Combination of education and experience--course work as shown in A above, plus appropriate experience or additional education.

GS-7:  1 year of graduate-level education or superior academic achievement* may be substituted for specialized experience at the GS-7 level.

St. Johns River Water Management District


This is advanced independent professional hydrologic and/or hydrogeologic work performing advanced analysis of hydrologic monitoring activities, preparing and reviewing technical hydrologic publications, and assisting in the design and construction of hydrologic/hydrogeologic networks.  Performs complex statistical analyses of hydrologic and meteorlogic data, including but not limited to the following tasks:  development of flow duration curves, flood and drought frequency analyses, development of regional flood and drought frequency relationships, correlation of gaging station records for the purpose of estimating missing data or ungaged locations, and use of double mass curves to analyze data consistency.  Develops and documents advanced quality assurance techniques to be employed in data review.  Provide high level review of discharge data obtained from the USGS and other sources.  Identify alternate methods of data acquisition, such as the development of synthetic data sets through regression techniques.  Utilize statistical methods for the detection of hydrologic trends in District datasets.
